Scope of Work
Sada was commissioned to perform an independent readiness evaluation of the new King Hussein Cancer Center (KHCC) Extension in Amman, Jordan. This comprehensive audit assessed the facility’s preparedness for its official inauguration, focusing on operational readiness, coordination between stakeholders, risk assessment, and recommendations for achieving successful handover and occupancy.
Our responsibilities included:
Site-Wide Readiness Audit:
Conducted a detailed visual inspection and documentation review across all critical areas intended to be operational at the time of inauguration—including pediatric and adult inpatient floors, ICU, chemotherapy wards, auditorium, lobby, and vertical transportation systems.Stakeholder Interviews & Reporting:
Engaged with key stakeholders including KHCC, the contractor joint venture (CCC/Haddadin Co.), project managers (Projacs), supervising engineers (Sigma), and relevant subcontractors to assess project status, communication practices, and interdependencies.Risk Identification & Evaluation:
Identified and categorized risks across critical systems including HVAC, power supply, medical equipment coordination, life safety compliance, duct cleanliness, signage, nurse call systems, and infection control design—assigning severity and probability ratings with respect to both building functionality and ceremonial readiness.Master Programme and Coordination Review:
Highlighted the absence of a consolidated project programme for KHCC-managed scopes and emphasized the need for improved information flow, site access protocols, and handover procedures between KHCC and the main contractor JV.Contractual and Non-Contractual Observations:
Assessed construction quality against contract obligations, including installation of finishes, signage, curtain systems, and medical FF&E. Raised concerns regarding infection control measures, HVAC design for immunocompromised patients, and potential rework due to overlapping subcontractor activities.Strategic Recommendations:
Delivered actionable strategies including the need for:+ Immediate engagement with Civil Defence for occupancy approval
+ Peer reviews for HVAC and clinical layouts
+ Formalised scheduling and coordination protocols
+ Consideration for a phased "soft" building occupation
Our evaluation played a crucial role in guiding decision-making for KHCC’s project leadership, ensuring risks were understood and mitigated in advance of the inauguration, and supporting the overarching goal of delivering a world-class oncology facility in a timely and coordinated manner.
